In a nationwide comparison, the New York schools have improved student achievement, as well as the schools themselves. Though issues remain that challenge the New York educators, parents and the community can be assured that the New York schools are doing everything in their power to remedy these. <br /><br /> Students Are Achieving <br /><br /> Essential scoring on the National Assessment of Education Progress (<a href="http://www.artwoo.com/tag/naep" rel="tag">NAEP</a>) exam has <a href="http://www.artwoo.com/tag/risen" rel="tag">risen</a> for the New York schools. <br /><br /> Fourth grader reading scores have risen by 26 percent between 1992 and 2003 for those students scoring in the highest two levels. <br /><br /> Writing scores have increased in the New York schools, making them among the nation's best. Fourth graders now rank third in the nation on the NAEP, while eighth graders increased scoring by 43 percent between 1998 and 2002 in the highest two levels of the exam. <br /><br /> <a href="http://www.artwoo.com/tag/math" rel="tag">Math</a> scores also have improved. Fourth grader scores nearly <a href="http://www.artwoo.com/tag/doubled" rel="tag">doubled</a> between 1992 and 2003 at the two highest levels of the exam. Students attending public schools score higher in calculus, computer science, and physics. <br /><br /> College Entrance Exam scores have improved. Graduating seniors also have increased their scores on the math portion of the SAT by 28 percent since 1994, with a high score being 600 or above. Additionally, the New York schools are one of the top ten states, with high school graduates scoring in the top 20 percent nationally on the ACT and SAT exams. <br /><br /> More New York schools students are college bound! The New York schools are among the top eight states in the percentage of 18-24 year olds enrolling in college. This is good news for parents, the communities, and the businesses in New York. <br /><br /> New York Named One of Smartest States <br /><br /> New York has been named one of ten "smartest states" in the nation for its quality public elementary and secondary schools. Education Week gives the New York schools a grade of "A" (97 out of 100) for the high standards and accountability of the public schools. <br /><br /> Advanced Placement coursework is offered by 85 percent of the public schools, while only 60 percent of private schools offer them in the New York schools. <br /><br /> The New York schools students take more advanced coursework. The New York schools are among the top eight states in percentage of high school students taking upper level math courses and among the top ten states for advanced science coursework taken. <br /><br /> The New York schools are leading the nation in cutting edge Foreign Language Immersion Programs (FLIP). They are among the top ten states nationally in the percentage of public elementary schools offering FLIP coursework. <br /><br /> Quality teachers also push the New York schools in front of other states, with their middle and high school teachers among the most qualified in the nation.. The number of teachers in the New York schools that are nationally certified by the prestigious National Board of Testing Standards has nearly tripled since 2000. That doesn't mean that everyone in the <a href="http://www.artwoo.com/tag/new+york+city+schools" rel="tag">New York City Schools</a> is fond of the <a href="http://www.artwoo.com/tag/mandatory+tests" rel="tag">mandatory tests</a>, but it has put the city and state at an advantage as far as meeting some of the No Child Left Behind Act's Standards. At least teachers and administrators of the New York City Schools already had some tight standards in place. <br /><br /> Teachers in New York City Schools need to have or obtain a Master's Degree to teach. While the New York City Schools are in need of teachers, just like the rest of the nation, the standards that they hold their teachers to and the pay are among the highest in the country. That's not to say the New York City Schools don't have problems- they do. But the New York City Schools do have a sound foundation for hiring teachers. <br /><br /> Diversity of New York City Schools <br /><br /> For anyone who hasn't visited the Big Apple, it's not easy to explain the different worlds that exist in one city. It's like the difference between the hustle and busy of New York City and the rural feel of the rest of New York State- different worlds. For teachers in New York City it means that where you teach can make all the difference in the world. New York City school teachers in Harlem will have an inner-<a href="http://www.artwoo.com/tag/city+experience" rel="tag">city experience</a>, while New York City school teachers in Long Island may have a more suburban teaching experience. <br /><br /> Issues for New York City Schools <br /><br /> The size of New York City Schools and classrooms is an issue that has haunted teachers for years. In a recently posted web page, the NEA cited many failings of the New York schools. Here are some of the challenges that the New York schools continue to face during the 2006-2007 school year. <br /><br /> Average Sizes for Schools and Classes <br /><br /> The elementary and secondary New York schools continue to be among the largest schools in the nation. The average size of an elementary school within the New York schools system is 27 percent higher than the national average. With an average of 558 students per elementary school, the New York schools rank fifth to have the largest elementary schools on average in the United States. Their high schools are even larger, averaging 1004 students per school. That is 33 percent higher than the national average, making the New York schools system the eighth largest in average high school size. <br /><br /> The class sizes in the New York schools also are among the largest with an average of 22 students per class. The NEA ranked the New York schools as the tenth largest in average elementary class size nationally. <br /><br /> Poor <a href="http://www.artwoo.com/tag/infrastructure" rel="tag">Infrastructure</a> <br /><br /> In addition to the overcrowding in the New York schools, their crumbling and aging infrastructure is in desperate disrepair with a third of the facilities in need of extensive repair or replacement. The costs to complete construction and repair needs on school buildings and facilities are estimated to be as high as $15 billion. During the 2006-2007 school year, the New York schools will have literally tens of thousands of students attending class in <a href="http://www.artwoo.com/tag/mobile+trailers" rel="tag">mobile trailers</a>, storage areas, and converted bathrooms -- not the most <a href="http://www.artwoo.com/tag/conducive+environment" rel="tag">conducive environment</a> for learning. <br /><br /> The New York schools rank among the bottom ten states in the percentage of schools with at least one unsatisfactory <a href="http://www.artwoo.com/tag/environment+condition" rel="tag">environment condition</a>. Last year's proposed budget was drastically different after the final cuts were made. Students returning to school last September found many classes eliminated due to budget cuts. Parents and educators alike created enough turmoil in the high schools that many of the programs were restored. <br /><br /> Everyone in the New York City schools system, including parents, have accepted that the New York City schools do not have enough money, and yet they see little being done about it. Teachers continue to buy their own supplies, while parents help to provide for classroom needs. Even students accept the overcrowding and facilities that are in disrepair as the norm. <br /><br /> Mayor <a href="http://www.artwoo.com/tag/michael+bloomberg" rel="tag">Michael Bloomberg</a> states that he has increased the New York City schools budget by $2.5 billion since he took office, but it is not enough. This year's New York City schools' budget has only a slight increase from last year, it banks on receiving money from elsewhere that is not guaranteed, and makes <a href="http://www.artwoo.com/tag/assumptions" rel="tag">assumptions</a> that are not probable, as well as other problems. <br /><br /> First, New York City schools Chancellor Joel Klein has confirmed that the <a href="http://www.artwoo.com/tag/budget+increase" rel="tag">budget increase</a> will go primarily to pay for the increased costs in fuel and fringe benefits, noting that transportation and heating are essential to operating the schools. Though the $1 billion increase raises per student funding to $910, very little will reach the classroom. Most will be used to cover administrative costs. For teachers and parents already stretched thin from funding supplies that should be paid for by the New York City schools, this is not good news. <br /><br /> Second, the proposed budget makes two assumptions: (1) The New York City schools will receive almost $2 billion for capital expenses from Albany in connection with a lawsuit with the state, and (2) teachers will agree to a contract with only a modest salary increase. <br /><br /> The money expected from the state has not been included in the state's budget, since the governor has appealed the court's decision. Even if the New York City schools prevail in court, there will be no money for the 2006-2007 school year from the state for this lawsuit. <br /><br /> Teachers are not expected to accept the proposed contract, since they and the Council of Supervisors and Administrators (about 5,500 principals and upper level staff) have been working without a contract for the past two years. The United Federation of Teachers already has criticized the mayor for not using the city's $3.3 billion surplus to settle the standoff. The mayor argues that the surplus is only temporary, while stating that he wants the contracts to be as other city workers. The teachers, police, and firefighters have been strongly opposing the mayor's contract proposals for two years. Such a teachers' contract would take away many of the job protections that are now present, such as eliminating seniority rules and making it easier to fire a teacher. <br /><br /> Another problem is Klein, whom advocates for the New York City schools say has spent too much money on consultants and costly bureaucrats with little educational experience. These costs, as well as others, can easily be hidden in the vague language of the proposed budget. <br /><br /> Lastly, the proposed New York City schools budget must survive the political wrangling of the city council members. The past has shown that members lobby for changes and programs that benefit only their constituents, rather than all New York City schools. <br /><br /> Though last year's standardized test scores rose sharply, the New York City schools have a lot of challenges to face this school year, and it does not look as though this budget will help to resolve them. At yesterday's annual meeting, shareholders withheld 28% of their votes for the four directors elected by holders of the company's common stock. Nine other directors are elected by holders of the Class B shares, effectively granting control of the company to a group holding less than a 1% economic interest in the business. <br /><br /> Most of the large newspaper companies have not done a great job of earning the best returns for their shareholders. Some of these companies overdid acquisitions. The New York Times Company illustrates the danger of adding to the empire -- you dilute the crown jewel. <br /><br /> In 1993, the company bought The Boston Globe. <a href="http://www.artwoo.com/tag/unfortunately" rel="tag">Unfortunately</a>, this is exactly the kind of paper that will be hurt by online <a href="http://www.artwoo.com/tag/news+sources" rel="tag">news sources</a>. Second-tier major city dailies are not in a strong position, because they try to be all things to all people. <br /><br /> A newspaper can thrive by dominating a specific niche. That niche can be geographical or topical. <a href="http://www.artwoo.com/tag/community+newspapers" rel="tag">Community newspapers</a> can thrive, because they still have no real competition. The news they report is unique. It is very important to a very small group of people. <br /><br /> A company that owns clusters of these papers in wealthy suburbs will do fine. By reporting on local schools, sports, and events these publications set themselves apart from all other news sources. They have a mini-monopoly both on the news they provide and on the ads they run. <br /><br /> There are places in states like New York, New Jersey, Connecticut, and Pennsylvannia where advertisers benefit from targeting specific communities, because the demographics of the next town over are not nearly as attractive. A lot of this has to do with public schools. I don't see that system changing anytime soon. So, I imagine these properties will fare much better than big <a href="http://www.artwoo.com/tag/city+newspapers" rel="tag">city newspapers</a>. <br /><br /> The New York Times Company has one great asset -- its brand. The New York Times and The <a href="http://www.artwoo.com/tag/wall+street+journal" rel="tag">Wall Street Journal</a> each have a very valuable national brand. People all over the country have been exposed to them through other media outlets. The value isn't really in the size of the circulation. If you think of the entire country as their potential market, their circulations are tiny (the news business is very fragmented). <br /><br /> A few years ago, it would have been crazy to think of the entire country as a potential market for these publications. But, I don't think that's the case today. These papers could earn a lot of money online. Of course, they have to figure out how to earn money online. <br /><br /> Long-term, I don't like the idea of expensive online subscriptions. It looks like a great idea now, but it could limit future ad revenue. Becoming a dominant online news destination would prove extraordinarily profitable. Unfortunately, no one is going to capture more than a tiny sliver of the online news market by charging a lot of money for their content. <br /><br /> It isn't just an issue of people not wanting to pay. It's also an issue of exclusivity. The less exclusive an online news source is the more often it will be cited. People who don't visit your site are far less likely to reference it. Just as importantly, no writer wants to exclude any part of his own readership. So, many writers simply won't cite a subscription service. <br /><br /> Some online writers do reference subscription services. Knowing how strongly people react to being excluded, I think writers who cite paid services are absolutely nuts. Even if it isn't consciously acknowledged, readers will enjoy your site less if it points out something they can't have. <br /><br /> Both The New York Times Company and Dow Jones (DJ) went the route of buying an established online destination. I'm always skeptical of these kind of me too acquisitions. These businesses did need to go online, but they needed to do it in their own way. The acquisitions will probably work out better than I thought they would. But, I still think the real value is in the brand. <br /><br /> Is the New York Times Company cheap? It's close. If you agree with me about the potential for a real national news brand, the stock looks cheap. Otherwise, it looks about fairly priced. <br /><br /> Newspapers have been beaten down a lot recently, but they were so well-loved to begin with that they aren't at the kind of levels that guarantee market beating returns regardless of how well they're run. That's happened in other businesses. You could extract more cash from a dying business than the stock was selling for. That isn't the case here. The stock is currently priced as if it were a continuing (albeit mature) business. <br /><br /> If the New York Times is truly a dying business, it isn't worth the current price. But, if there is real value in the brand, it's a bargain right now. <br /><br /> I'm not confident in the decision making at this company, because I've seen how capital was misallocated in the past. Many of these questionable investments were small relative to the value of the core franchise. But, that doesn't excuse the lack of focus and the lack of a true owner oriented culture. <br /><br /> The favorable economics inherent to the business are no excuse either. There are very profitable companies out there that aren't nearly as profitable as they could be. For instance, Campbell Soup (CPB) consistently earns good returns on capital; but, I haven't seen any evidence that those returns were the result of skillful capital allocation. I think much the same is true at the New York Times Company. A great franchise helps cover-up less than optimal uses of capital -- and the Times' management has benefited from inheriting a great franchise. <br /><br /> If I were confident about the way this company will be run and the way capital will be allocated, I'd be buying shares right now. There's real value and real opportunity in this franchise.
