The states that lost an important part of their residents are <a href="http://www.artwoo.com/tag/california" rel="tag">California</a>, <a href="http://www.artwoo.com/tag/new+york" rel="tag">New York</a> and Illinois, while those that attracted the most new residents are Arizona, Florida and Nevada. <br /><br /> Many Americans are moving from large metropolitan areas to bordering counties for cheaper homes and more space. Among the 25 largest metropolitan areas, 18 had more people move out than move in from 2000 to 2004. Domestic moves have a great impact on the biggest metropolitan areas - New York, Los Angeles and Chicago. The New York area alone had a loss of 211,000 residents during the 4 year interval. <br /><br /> Westerners are moving inland. North-Easterners are moving West or South. And just about everywhere, people are escaping to the outer suburbs, also known as exurbs. <br /><br /> William Frey, demographer at the Brookings Institution explains that this is "a <a href="http://www.artwoo.com/tag/middle+class+flight" rel="tag">middle class flight</a>, a flight for housing affordability. It's not just white middle class, it's blacks and hispanics, too." <br /><br /> Housing prices are soaring in the metropolitan areas, even as the population shrinks. This is because of the smaller, wealthier households that replace larger families in many big metropolitan areas and continually bid up prices. In response to that, middle class people are forced to move out to the exurbs in search of more affordable homes. <br /><br /> High housing costs on both coasts drove more Americans to cheaper cities nearby. One big winner is the inland Riverside, Calif., area. It continued to attract residents from the Southern California coast from 2000 to 2004, experts say. The area has total gain of 81,000 people a year from 2000 to 2004 and has become the 13th largest metropolitan area in the United States. It's a short drive to several mountain ranges, and it's within driving distance of the beach. Locally, it is known as the Inland Empire. <br /><br /> Homes in Riverside had a median price of 374,200 in 2005. That's not cheap, but it's certainly less expensive than $529,000, the median price of homes in Los Angeles. "In Riverside you're able to obtain a very large home for a much lower price than elsewhere along the beaches and coastlines of Southern California", says Cindy Roth, president of the Greater Riverside Chambers of Commerce. <br /><br /> Other areas that attracted a lot of new residents are Phoenix, Tampa-St. Petersburg, Fla., Atlanta and Dallas-Fort Worth. This is happening despite a continuation of one of the highest <a href="http://www.artwoo.com/tag/metropolitan+growth" rel="tag">metropolitan growth</a> rates in the country and a strong and growing local economy.<br><br>According to different Austin real estate agents, bad economic news from other parts of the country are causing prospective buyers to hold off as they wait and see what the economy might do. Some of them may be hoping that prices will fall even more before they buy, even though buying prospects are strong right now. <a href="http://www.artwoo.com/tag/current+mortgage+rates" rel="tag">Current mortgage rates</a> are the lowest they have been in 35 years. The last time rates were this low during a buyer's market was in 1973.<br><br>This wait-and-see approach has caused a slight drop in prices in some areas, but most area properties are holding steady in value. The market is slow right now, but is not depressed like it is in some other areas of the country.<br><br>Statistics from the U.S. Census bureau and compiled by the Texas AandM Real Estate Center and published on July 3 this year in the Texas Real Estate Market Reports show that the population in the Austin/Round Rock metropolitan area has increased by about 43% since 1997. Almost 1,600,000 people now live in the area. The city of Austin expects this growth trend to continue as far ahead as 2020, according to the report.<br><br>Experts also expect an increase in jobs and a low unemployment rate to continue during the next ten years. Austin and the Texas Hill Country will continue to be one of the fastest growing areas of the nation and is expected to enjoy one of the healthiest economies as well. <br><br>Some experts have pointed out that the rise in <a href="http://www.artwoo.com/tag/real+estate+values" rel="tag">real estate values</a> in Austin has remained steady over the years. The area has not seen increases in property value of 200% to 2000% as has been seen in some areas of California and Florida, for example. The ordinary insurance on the books jumped rapidly from approximately $5,300,000 in 1892, to almost 10 times that sum only five years later. Before the turn of the century more than $110,000,000 of such business was in force, representing close to 125,000 policies.<br><br>Whereas in 1891 the <a href="http://www.artwoo.com/tag/metropolitan+life+insurance+company" rel="tag">Metropolitan <a href="http://www.artwoo.com/tag/life+insurance+company" rel="tag">Life Insurance Company</a></a> (<a href="http://www.equote.com/li/term-life-insurance-quote.html" title="http://www.equote.com/li/term-life-insurance-quote.html" target="_blank">http://www.equote.com/li/term-life-insurance-quote.html</a>) was at the bottom of the list of ordinary companies operating in New York, it had reached fourth place as regards business written in this Department by 1900. After the Armstrong investigation the company forged ahead at an even more rapid pace, narrowing the margin between itself and the older, larger companies. Between 1906 and 1913 the ordinary business in force gained $609,905,310.<br><br>In the same period the New York Life gained $243,493,494; The Mutual $81,208,898; the Equitable $94,417,206. The Metropolitan thus gained nearly 50% more than all these three combined. Only a decade later, in 1923, the Metropolitan had become the largest ordinary insurance company in the world as well as the largest in total insurance in force. This standing, moreover, had been achieved without general agents or salespeople other than the men who represented the company on the so called industrial "debits," that is, the territory which each agent serves.<br><br>Shortly after the ordinary business was reestablished and the company's agents began to canvass for this type of insurance, they found that a considerable number of working people were able to pay premiums quarterly, but could not afford to buy insurance in sums as large as $1,000, the minimum amount for ordinary. To provide this group with protection, the company in July 1896 began to issue intermediate insurance, i.e., policies for $500, with premiums payable annually, semiannually, or quarterly.<br><br>It is not surprising that the Metropolitan should have pioneered in this field, since it has always blazed trails in bringing insurance protection to the lower income groups, such as no medical exam <a href="http://www.artwoo.com/tag/term+life+insurance" rel="tag">term life insurance</a>. This new form of insurance likewise found a ready market. After the first six months 5,110 Intermediate policies were on the books for $2,555,000. At the end of 1901, only 5  years after this department was launched, there were nearly 110,000 Intermediate policies in force for an amount close to $55,000,000.<br><br>Within the next three years these figures more than doubled, and continued to increase rapidly. The use of intermediate insurance has been subsequently extended to include persons in somewhat hazardous occupations and for those with physical impairments which make them ineligible for standard ordinary policies. To widen even further the circle of protection, the Metropolitan in 1899 inaugurated "Special Class" policies for those who, because of occupation or physical impairments, could not meet the standards of ordinary or intermediate insurance.<br><br>An even more formidable task than building the ordinary department confronted Mr. Fiske when he joined the Metropolitan. Industrial insurance was under severe attack. Even before the Hegeman Fiske administration came into office, the storm clouds had begun to gather. Late in the 1800's a number of attacks were directed against industrial insurance. Incredible, but nevertheless true, was the fact that some worthy citizens of the day actually charged that life insurance policies (<a href="http://www.equote.com/li/life-insurance.html" title="http://www.equote.com/li/life-insurance.html" target="_blank">http://www.equote.com/li/life-insurance.html</a>) on children endangered their lives because a number of parents would let their children die of neglect, or murder them for the insurance proceeds. The data from the revised results for the <a href="http://www.artwoo.com/tag/2nd+quarter" rel="tag">2nd quarter</a> of 2007, published in June, reveal a declining growth rate in the prices of single family homes in most of the top 20 <a href="http://www.artwoo.com/tag/metro+areas" rel="tag">metro areas</a> indices. The S and P/Case-Shiller Home Price Index tracks the value of typical single-family homes in the U.S. for the 20 U.S. metropolitan areas listed below. <br /><br /> This year's 2nd quarter results are the lowest of <a href="http://www.artwoo.com/tag/price+decline" rel="tag">price decline</a>s in the 20-year history of the National Home Price Index. According to Robert J. Shiller, Chief Economist at MacroMarkets LLC, the June revised data of June shows the declining annual growth rate in 17 of the 20 metro areas, adding two more metros from what was reported in May. <br /><br /> Out of the 17 metro areas that registered a year-over-year home price decline, Detroit had the <a href="http://www.artwoo.com/tag/maximum+growth+rate" rel="tag">maximum growth rate</a> decline of 11%. Of the metros that have registered price gains, Seattle stood at the top spot with 7.9% price growth, followed by Charlotte with 6.8% and Portland with 4.5% price growth since last year. <br /><br /> <a href="http://www.artwoo.com/tag/boston" rel="tag">Boston</a> had improved its annual rate of price decline slightly in June to -3.9% from -4.3% reported in May. Both went to London and witnessed the functioning of the business at first hand. In fact, Mr. Knapp and the Metropolitan's Attorney, Stewart L. Woodford, and an expert they took with them, were shown every courtesy. They brought back with them a clear conception of the details of management, and implemented this with a complete file of the forms essential to a business as intricate as <a href="http://www.artwoo.com/tag/industrial+insurance" rel="tag">industrial insurance</a>.<br><br>The records of the company show that the procedures and the forms of the Prudential of London were followed to a large degree, and these undoubtedly contributed to the immediate success of the venture. Of course, important adjustments to American conditions had to be made. There was a fundamental difference, for instance, in the basis on which the reserve liability was computed. It was due to the good sense and skill of James M. Craig, Actuary of the Company, that the business was launched properly and safely. The Metropolitan's industrial business was begun with the issuance, on November 17, 1879, of 34 <a href="http://www.artwoo.com/tag/industrial+policies" rel="tag">Industrial policies</a> for weekly premiums totaling $3.95. Before the end of that year a total of 5,143 policies for $516,618 face amount were on the books, and those at the helm knew that their new venture was meeting a real need. By the end of 1880 the industrial business of the Metropolitan had already out¬stripped that of the two other companies then operating.<br><br>There was no sign of uncertainty as the new enterprise expanded in many directions. The greatest advantage which the Metropolitan enjoyed arose from the decision to bring from England a large number of men already well trained in the business of life insurance and home owner's insurance, a decision of historic interest, as the most direct transfer of old world marketing methods in the history of the industry. The first contingent of 21 men appears to have arrived early in the year 1880. All the men were expertly trained, most of them having previously been with the Prudential of London. Most of them were placed as superintendents or assistant superintendents of district offices in the larger cities of the country, and set to work at once to build up a solid field organization. The importations from abroad rapidly increased in number. Brice Collard literally commuted between New York and London, signing up more than 800 likely field men in the old country.<br><br>Altogether, including their families, it is estimated that some 2,000 persons came over in this directed migration.
