    <content:encoded><![CDATA[A look at the February numbers for the four county <a href="http://www.artwoo.com/tag/sacramento+area+real+estate" rel="tag">Sacramento area real estate</a> market is encouraging but I have reservations about being overly optimistic. The <a href="http://www.artwoo.com/tag/sacramento+bee+article" rel="tag">Sacramento Bee article</a>, "Home Prices Rise in County", points out, "After five straight months of falling sales prices for <a href="http://www.artwoo.com/tag/sacramento+county+homes" rel="tag">Sacramento County homes</a>, values edged up slightly in February, signaling a potential rebound for the regions most populated county." <br /><br /> <a href="http://www.artwoo.com/tag/dataquick" rel="tag">DataQuick</a>, the research firm that follows and reports the real estate numbers, indicated all four counties, Sacramento, Placer, El Dorado and Yolo, all saw increases in the <a href="http://www.artwoo.com/tag/median+price" rel="tag">median price</a> for sold homes during February. <br /><br /> The sales volume was also up slightly from January to 1,743 homes sold in the area. Although this number is up from January it remains 26% lower than February 2005. <br /><br /> Inventory of homes on the market continued to grow. At the end of January there were 9,267 homes on the market. The number available in February increased to 9,870. A year ago there were only 3,554 homes to choose from. The average number of days on the market for homes sold in February was 58 days compared to last year when it took an average of 37 days to sell. <br /><br /> In some of the local areas, where I have been working recently, the median price increases from last year were almost all positive. El Dorado Hills median price in February increased to $606,500, up 9.3% from last year but down from January. In Rocklin, <a href="http://www.artwoo.com/tag/zip+codes" rel="tag">zip codes</a> 95677 and 95765 we saw price appreciation of 34.4% and 7.9% respectively from last year and both areas were up from last month in terms of price and volume. The three zip codes in Roseville. 95661, 95678, and 95747 all had increases in the median price fro last year and from January. Sales volume was down double digits from 2005 and flat compared to January numbers. <a href="http://www.artwoo.com/tag/granite+bay" rel="tag">Granite Bay</a>, zip code 95748, reported 11 sales, down from last year and January. The median price paid in February for a Granite Bay home was $730,000, down 3.2% from a year ago but up $20,000 from last month. For more detail, take a look at the chart by Zip Code produced monthly by the Sacramento Bee. <br /><br /> The January numbers were "to early to tell" how the 2006 real estate market in Sacramento would shape up and now we have February reports which are a bit more positive than we have seen for the past few months but still don't paint a very clear picture of what is going to happen this year. If it were just the numbers, I would say some of the local pundits are correct in predicting a "return to normal" after the last five years of double digit increases and bidding wars on anything with a for sale sign in the front yard. Based on my personal business and talking with collogues the past few weeks, the steam we started to feel building in mid January and early February has been dampened by the last three weeks of winter weather. The rain and cold seems to be keeping buyers inside or at least not driving from the bay area. Right now, I am not feeling as bold as I was last month when I made three positive predictions. Even though I was right about modest growth in the median price and increased sales volume, I was wrong in predicting a slight decrease in the inventory of homes for sale. With the prediction for more rain, I don't think we are going to see February as the start of a new positive trend for the year. The high humidity sticks around at 73%, and the rainy days drop down even further to 6. <br /><br /> Finally, in the month of December, you can explore the park at a comfortable 73 degrees and call it a night with temperatures dropping down to 53. The humidity level and the number of rainy days stay pretty steady at 73.5% and 6, respectively. <br /><br /> Just like you wouldn't get in your car to go to work without looking at (or listening to) the traffic or weather report, you shouldn't be ignorant about the typical weather conditions at Disney World, or any vacation destination. Yes, the seasons are different than you would experience in a Northern state, but they exist <a href="http://www.artwoo.com/tag/nonetheless" rel="tag">nonetheless</a>. Let's take a look at what they are like. <br /><br /> Normal high temperatures in Las Vegas, in the middle of Winter, are around 55 degrees farenheit. Daily normal <a href="http://www.artwoo.com/tag/lows" rel="tag">lows</a> hover around 35. Lows have <a href="http://www.artwoo.com/tag/been+recorded" rel="tag">been recorded</a> as low as 8 degrees. Temperatures into the 80s have been recorded in March as Winter was ending. Las Vegas hasn't has a major snowstorm in years, but in January 1979 Las Vegas received 9.9 inches of snow, and in January 1949 Las Vegas was hit with 16.7 inches! January and February tend to be rainier than most months, but they still average well below an inch of rain. <br /><br /> The normal high for Las Vegas in <a href="http://www.artwoo.com/tag/spring" rel="tag">Spring</a> starts around 70 degrees, and by the time Spring is ending the average high is 100. Temperatures as high as 116 have been measured near the end of Spring, that's just a degree short of the highest temperature measured in Las Vegas in the past 80 years. Spring is particularly dry in most years, with less than half an inch, on average.falling in the months of April, May, and June combined. Humidity is also low, and bottoms out in June. <br /><br /> The normal high for Summer in Las Vegas is over 100, although is dips below 100 after September 1. Humidity increases in July and August, and the number of <a href="http://www.artwoo.com/tag/thunderstorms" rel="tag">thunderstorms</a> increases to about 3 per month for those two months. Lows have been measured in the 50s in September, but 80s is normal for July and August, dipping into the 70s in mid September. <br /><br /> The temperatures in Fall decrease faster than they increase in Spring. The daily average temperature on September 1 is 99, by December 1 its 60. If someone tells you they were swimming and sunbathing in Las Vegas in the Fall it was probably not late Fall. Rain levels are lower than they are in January, February, July or August. <br /><br /> There are two <a href="http://www.artwoo.com/tag/weather+phenomenon" rel="tag">weather phenomenon</a> that can be potentially dangerous in Las Vegas (three if you consider the rare but potentially crippling snowstorms). One is wind. Wind can happen any time of year, and gusts into the 90s have been recorded in the flat, open valley that Las Vegas is situated in. Wind is rarely life threatening, but its strong enough that you should take it into consideration when enjoying the outdoors here. The other, more serious problem, is flooding. Rain amounts that wouldn't raise an eyebrow in many locations can cause flash flooding in Las Vegas. Besides having hard ground that isn't very absorbent, Las Vegas is in a bowl-like valley, surrounded by mountains. Water runs from on high and accumulates in low lying areas. We then checked up, and discovered that to be the case, and by then it was too late because we had already paid!! <br /><br /> On our arrival in Praslin, the heavens opened and we were near drowned before we could get to the minibus,so we were soaked, depressed, and <a href="http://www.artwoo.com/tag/absolutely" rel="tag">absolutely</a> wrecked after our long flight. However by the time we reached our hotel, the sun was shining the road was steaming as were the palm trees, and the sky was blue. We discovered the rain was predictable, for example there seemed to be some kind of a jinx on us, in that when we decided to go for our evening meal, we never got there dry once, it absolutely poured this wonderful warm almost hot rain. So much so we took to going swimming in the rain it was so much fun. <br /><br /> Having visited at other times of the year, there is very little temperature variation, it is always warm, but it would be fair to say it can be overcast in the middle of the wet season. <br /><br /> There are other reasons that may influence your choice of 'What is the best time to visit The Seychelles' and that is the fact that from the end of March until October, 1.5m sooty terns descend on <a href="http://www.artwoo.com/tag/bird+island" rel="tag">Bird Island</a> to breed, making one heck of a noise and mess over half the island. If you walk along the <a href="http://www.artwoo.com/tag/beach" rel="tag">beach</a> between October and February you may spot a turtle crawling up the beach to lay her eggs. Spring means that the coldness of winter has passed us by yet again. Spring means that the school year is winding down and that children will be free again soon. Spring also means that the wonderful season of summer is on it's way soon. <a href="http://www.artwoo.com/tag/i+love" rel="tag">I love</a> spring because it means that <a href="http://www.artwoo.com/tag/warm+weather" rel="tag">warm weather</a>, the best kind of weather, is about to arrive. <br /><br /> Warm weather is full of potential. It is obvious to me that warm weather is the best kind of weather because it allows people to do so many things and to enjoy so many things. Perhaps my favorite thing about warm weather is that I can be outside comfortably for hours on end. I'm kind of an outdoors loving guy, so the <a href="http://www.artwoo.com/tag/cold+winter" rel="tag">cold winter</a> months are really hard for me to get through each year. I love summer days when you can be outside from early morning until late evening and never feel a chill. The warm sun beating down on your face and your body is perhaps my favorite feeling in the world. <br /><br /> Warm weather is great because it allows people to easily be more active and enjoy a healthier lifestyle. In the winter all people want to do is cuddle up in front of a fire, read a good book and sip a hot drink. On warm days many people toss the books aside and enjoy hour after hour of activity. <a href="http://www.artwoo.com/tag/kids+love" rel="tag">Kids love</a> to run and play with their neighbors, adults love to garden and work outside of their homes. The potential for healthier living that warm weather brings is amazing. It makes me wish we had warm weather every day of the year. <br /><br /> So many of my personal favorite ways to spend time can only be done comfortable in warm weather. Camping, for example, is much better in warm weather. I love nothing more than to pack up my large backpack and take off for the woods for a few days with my sons. We love to fish and hike all day and then sit by a fire and talk at night. As the old saying goes, when America sneezes Canada gets a cold. As of now in the United States "Market conditions are the worst anyone in this industry can ever remember. I don't think anyone has a recollection of a total disappearance in liquidity...There are billion of dollars worth of assets out there for which there is just no market." Alain Grisay, chief executive officer of London-based FandC Asset Management Plc; <a href="http://www.artwoo.com/tag/bloomberg+news" rel="tag">Bloomberg News</a>. <br /><br /> These sub-prime mortgages, which have been the cause of most the <a href="http://www.artwoo.com/tag/financial+woes" rel="tag">financial woes</a>, have affected many, if not all, <a href="http://www.artwoo.com/tag/canadian+financial+institutions" rel="tag">Canadian financial institutions</a>. These bad debts were rolled up into investment packages and sold around the world. As a result <a href="http://www.artwoo.com/tag/canadian+banks" rel="tag">Canadian banks</a> have lost billions of dollars. And banks are not the only losers here. Just recently <a href="http://www.artwoo.com/tag/air+transat" rel="tag">Air Transat</a> has announced that they to will lose a substantial amount of money investing into these hedge funds. It is yet to be seen how many other companies will also be affected. <br /><br /> All of this loss of money has affected the job market in the United States as well. The U.S. <a href="http://www.artwoo.com/tag/labour+department" rel="tag">Labour department</a> has released its job numbers for February and the numbers are down. They report that 63,000 jobs were lost in February which is the biggest loss in five years. This is in addition to the 22,000 jobs that were lost in January. And in the construction industry 361,000 jobs have been lost since September of 2006 following the overall decline of the American real estate market. <br /><br /> For the same time period the Canadian jobs numbers look quite different. Statistics Canada have just released their job numbers and for February of 2008 employment hit a new record or 63.9% with 43,000 jobs being created. In the past twelve months more than three hundred thousand jobs were created and in the all important construction industry 44,000 new jobs were added. This could be a sign that Canada will be able to weather the storm better than our neighbours to the south or more than likely that Canada has yet to experience the effects of the mortgage meltdown. <br /><br /> Home buyers in Ontario, for example, have not slowed down in their demand for real estate. Mortgage rates are still at historical lows and monthly mortgage payments have been made cheaper by the introduction of mortgages that are amortized to 30, 40 or even 50 years. <br /><br /> Multiple offers on homes are still common and some real estate experts have warned that buyers should not be lulled into a false sense of security by how well the Canadian real estate market is doing. When faced with paying more for a home many buyers will rationalize the purchase with some commonly held myths such as real estate, unlike stocks, is not risky. Or that real estate will always appreciate in value. Or maybe that they have to live somewhere anyway and it is better than renting. Good thing the weather can be a source of amusement too sometimes. There were two reports last week about the weather that just made me smile. I'm re-telling them here in an effort to provide you with something to smile (or smirk) about this summer. <br /><br /> The first report, which originated from Moscow in Russia, recounted how Alyona Gabitova, a Russian woman from the town of Uljanovsk, was suing <a href="http://www.artwoo.com/tag/local+weather" rel="tag">local weather</a> forecasters for making a wrong prediction about the weather that ultimately ruined her holiday trip. <br /><br /> It seems that local <a href="http://www.artwoo.com/tag/weather+forecasters" rel="tag">weather forecasters</a> had predicted <a href="http://www.artwoo.com/tag/sunny+weather" rel="tag">sunny weather</a> and a temperature of around 82.4 degrees Fahrenheit for one weekend a couple of weeks ago. Based on that <a href="http://www.artwoo.com/tag/weather+report" rel="tag">weather report</a>, Gabitova planned a <a href="http://www.artwoo.com/tag/weekend+camping" rel="tag">weekend camping</a> trip to a nearby nature park. She packed carefully for what she anticipated would be a grand weekend <a href="http://www.artwoo.com/tag/frolicking" rel="tag">frolicking</a> under clear blue skies but instead of sunny weather, she was greeted with non-stop rains all throughout the weekend. <br /><br /> As a result, Gabitova said her entire weekend was ruined and, to top if off, she caught a cold after getting soaked under all that rain. She later filed a suit in court against the weather forecasters. The local newspaper Nowyje Iswestijia reported that Gavitova was suing the weather forecasters to reimburse the travel costs of her aborted holiday camping trip. The paper said the court has yet to act on the woman's complaint. <br /><br /> Now, how's that for new-found freedom in the former communist republic? <br /><br /> The other news report, this time from a local US newspaper, told of how people can determine how warm the weather was going to be by listening to the chirping of crickets. Apparently, all you have to do is count the number of chirps which crickets make in 15 seconds, add the figure of 40 to that, and that's going to be close to the weather for that day. The report said that doing this will put you a couple of degrees of the actual air temperature. <br /><br /> Too bad the lady Gabitova didn't know this early enough. The total rainfall however usually only happens on very few days of the year at all. You may get a lot on those days however, sometimes up to 100 mm in one day. <br /><br /> The sunnier days of autumn usually brings nice warm temperatures, with averages ranging from between 50 to 70 degrees, which some deem as quite the perfect weather, especially for the days that you may be walking around and sightseeing. But, planning during these months is hardly predictable and can lead to disappointment due to rain. <br /><br /> Oddly enough, the winters are actually a better time to visit than the autumn, with mild winters of 50 to 60 degrees in the weather, but with little rainfall, and very rare snow.
