This includes offering staff development and training to school employees, creating leadership in advocating for legislative and administrative change, overseeing the decisions and rulings rendered by administrative agencies, offering a way to fund the litigation and appeals of administrative and <a href="http://www.artwoo.com/tag/judicial+decisions" rel="tag">judicial decisions</a> and rulings especially when the outcome has a countywide significance or precedent setting in its implications for all students. <br /><br /> The Orange County Schools' Special Education Alliance was created with the intention of addressing all the concerns of all students regardless of if the student has any manner disability. The main problem that Orange County Schools faces with meeting this federal mandate is drawing funds from the regular education program. This summer Nashville Schools had to do this as well. The Nashville Schools' Board of Education, which included both the outgoing members from 2005-2006 and the incoming members from 2006-2007, reviewed the results from the Tennessee Adequate Yearly Progress. The results will help to pinpoint for Nashville Schools those areas that have improved and where continued progress is needed. Nashville Schools had both remarkable achievements in some areas and areas that continue to be a challenge. This is the third year that the majority of schools in the Nashville Schools have received a rating of Good Standing, the highest rating that can be given. The remaining schools had moved either up or down from the previous year. The number of schools in Good Standing was 81 which is the same number as last year. <br /><br /> Possibly the biggest gain this year for Nashville Schools is that some of the schools categorized as high <a href="http://www.artwoo.com/tag/poverty+schools" rel="tag">poverty schools</a> received Good Standing ratings. Two schools Kirkpatrick and Napier Elementary Schools achieved a Good Standing rating for the first time since the Tennessee Adequate Yearly Progress was established. These two schools are two of the highest poverty schools in Nashville School District. There ratings reflect the effort that the students, teachers, parents and principals put in last school year. <br /><br /> But many schools did not receive a rating of Good Standing or even the same rating as last year. Many of these schools received a lower rating than previously. This indicates that there are still lots of areas that still need improvement. Nashville Schools has made the commitment to strive for every school to receive a Good Standing rating. Each summer the Nashville Schools' Board of Education meets to determine what steps can be taken to improve the coming school year's scores. The difficulty is that there are a variety of factors that can influence the rating. A small adjustment in one area could affect the overall standing. With this in mind the Board tries to find a way to make every school a school that rates Good Standing. <br /><br /> One of the biggest concerns for the Nashville Schools' Board of Education is the size of the District. Nashville Schools currently has around 74,000 students and must provide educational opportunities that meet the needs of this student population. Nashville School District includes both Nashville and Davidson Counties, so there are logistic concerns also. Nashville Schools are very confident about how this school year will proceed. The Nashville Schools Board of Education is a nine member body that is elected at the end of every school year composed of educators, community leaders and administrators. The members are elected in a public vote by the citizens of the Nashville School District. With federal programs, such as No Child Left Behind, even more focus has been placed on basic learning skills, which excludes the arts. <a href="http://www.artwoo.com/tag/this+also+means+that" rel="tag">This <a href="http://www.artwoo.com/tag/also+means+that" rel="tag">also means that</a></a> any extra funding is funneled into these basic learning programs in order to meet state and federal-<a href="http://www.artwoo.com/tag/set+standards" rel="tag">set standards</a>. <a href="http://www.artwoo.com/tag/arts+education" rel="tag">Arts education</a> is one of the standards that should be met by schools within the state of California, yet the state does not impose penalties on schools that do not met these particular standards. <br /><br /> A statewide survey by SRI International concluded that of the 1,123 schools surveyed: <br /><br /> =9589 percent failed to meet <a href="http://www.artwoo.com/tag/state+standards" rel="tag">state standards</a> for arts education;  =95Nearly 1/3 offered no art <a href="http://www.artwoo.com/tag/education+coursework" rel="tag">education coursework</a> that met state standards;  =9561 percent had no full-time arts specialist, with classroom teachers without adequate training teaching arts education at the elementary level;  =95Kindergarten through 12 enrollment in music classes declined by 37 percent over a five-year period, ending last June; and  =95Poor schools have the least access to arts education; whereas better income schools (where parents can afford private lessons) are more apt to have it. <br /><br /> Chris Funk is the San Jose schools' principal of Lincoln High School, a stellar magnet arts school. He believes that the more San Jose schools' students are exposed to the arts the better they will do in testing within other coursework. <br /><br /> Studies have proven that a strong arts program can be linked to improvement in everything from math skills to truancy. Arts education in elementary and secondary schools produce skilled sculptors, actors, musicians, singers and so many other arts-related careers. The arts also improve the <a href="http://www.artwoo.com/tag/socialization+skills" rel="tag">socialization skills</a> of students. <br /><br /> Bill Eriendson, assistant superintendent of the San Jose schools, stated that the level of funding for the arts is inadequate. Last year, the state budgeted $500 million for the arts and physical education; however, this amount was a one-time deal. The norm is $105 million, which is about $15 per student. According to Eriendson, the San Jose schools requires about $800,000 to restore just their music programs at the elementary San Jose schools. This figure does not include the purchase of instruments. <br /><br /> San Jose schools are a good representation of the statewide findings. Besides trying to meet state and federal standards in the basic coursework, the San Jose schools were hit with Proposition 13 that was passed in 1978, which imposed tax cuts for Californians and greatly reduced funding for arts education. The arts were first cut in the secondary San Jose schools and then in the elementary San Jose schools. By the late 1980s, arts education was all but gone in the San Jose schools. <br /><br /> According to Funk, there currently is a waiting list of 225 San Jose schools' students. He finds San Jose schools' students are drawn to the dance, theater, music and visual arts programs offered by his school.     <content:encoded><![CDATA[ When I was in high school, I attended the only high school our town had. A one-high school town, our school was home to every 14-18 year old in residence. My senior year, there were about 250 of us graduating. I thought that was a lot; but I still at least knew everyone's name, even if I wasn't friends with them all. Looking back, our school wasn't that big compared to some; the name of every person in my graduating class fit on the back of the Prom T-shirt! I never thought of my school as small; it seemed big to my small-town eyes. With approximately 1,000 students, our campus had 4 classroom wings (a 5th one was added in my junior year), a <a href="http://www.artwoo.com/tag/music+building" rel="tag">music building</a>, a gym, library, office, cafeteria, weight room, tennis courts, <a href="http://www.artwoo.com/tag/football+fields" rel="tag">football fields</a>, and <a href="http://www.artwoo.com/tag/baseball+diamonds" rel="tag">baseball diamonds</a>. We even had a barn, for the <a href="http://www.artwoo.com/tag/ffa+kids" rel="tag">FFA kids</a> (Future Farmers of America) and their livestock. This was my world, and one which I quite honestly wanted to get out of as soon as possible. While the size of our school was really on the small side, it was big to us; but I <a href="http://www.artwoo.com/tag/guess" rel="tag">guess</a> it's all relative to our own experiences. <br /><br /> These days (I only graduated about 15 years ago, thank you very much), Indianapolis Schools have grown. Even my old high school has grown so much that I barely recognize it. (It's still the only high school in town!) In fact, high schools are huge! With enrollments at Indiana and Indianapolis Schools at low of around 1,200 students and as high as 2,000 or more, schools are full to bursting. <a href="http://www.artwoo.com/tag/indianapolis+public+schools" rel="tag">Indianapolis Public Schools</a> administrators, teachers, and even Indianapolis Schools parents are trying hard to improve the education given to <a href="http://www.artwoo.com/tag/high+school+students" rel="tag">high school students</a>. And small schools, such as the ones present in Indianapolis Schools, are meeting this need. <br /><br /> In Indianapolis Schools, school systems are trying very hard to personalize their students' education, through the use of "Small Schools". A small school is typically located on a regular Indianapolis Schools campus and shares common areas with other small schools housed on the same location. Cafeteria, gymnasiums, and media centers are used by all students. One Indianapolis Schools campus may house up to four or even five different small schools. These Indianapolis Schools offer a more intimate learning environment that is better able to address the needs of students, staff and parents. Each of these smaller Indianapolis Schools has an enrollment of no more than 400 students. They all offer both core classes (English, math, social studies and science) as well as electives. The needs of all students =96 special education as well as general education =96 are addressed. The purpose of these small schools within Indianapolis Schools is to improve students' academic, social and behavioral performance, to reduce the dropout rate, and to connect students in a more personal way with the Indianapolis Schools they are attending. <br /><br /> Indianapolis Schools that are using the small school models are showing some really good results.     <content:encoded><![CDATA[ Educators in the <a href="http://www.artwoo.com/tag/san+francisco+public+schools" rel="tag"><a href="http://www.artwoo.com/tag/san+francisco+public" rel="tag">San Francisco Public</a> Schools</a> are frustrated by the lack of balance in education. The recent focus on mandatory testing has moved schools nationwide away from holistic education. And this can have serious consequences on children in the <a href="http://www.artwoo.com/tag/san+francisco+schools" rel="tag">San Francisco Schools</a>. <br /><br /> Richard Florida in The Flight of the Creative Class says, "What we really need in order to prepare our children for the creative economy is a <a href="http://www.artwoo.com/tag/comprehensive+education" rel="tag">comprehensive education</a>. Something that takes them from aesthetics to algebra without pretending that the two are mutually exclusive." Aha! <br /><br /> Elliot W. Eisner, professor of education and art, Stanford University agrees. He states that "The arts are fundamental resources through which the world is viewed, meaning is created, and the mind developed." <a href="http://www.artwoo.com/tag/arts+education" rel="tag">Arts education</a> has a profound effect on students, there's no doubt about it. San Francisco Schools are finally acknowledging this, and are acting on it <br /><br /> In March 2004, voters, in unprecedented numbers, passed Proposition H. This proposition earmarked tens of millions of city funds for schools, including new funds for arts education. This had added further community and political support to the cause of arts education equity and access for all San Francisco Schools students. <br /><br /> A San Francisco Schools <a href="http://www.artwoo.com/tag/steering+committee" rel="tag">Steering Committee</a> was then formed to begin work on the master plan. The steering committee, as well as others, is composed of district administrators, teachers, parents, principals, funders, city agency representatives and arts providers. They met on a regular basis until August 2005 under the direction of a project manager. The Steering Committee continues to provide guidance during the initial implementation phase of the plan and will gradually become an advisory body for the San Francisco Schools plan. <br /><br /> The San Francisco Schools have made an important step forward by acknowledging the role arts play in academic education. The arts engage students and honor the many <a href="http://www.artwoo.com/tag/different+learning+styles" rel="tag">different learning styles</a> students possess. The arts are essential to understanding one's self, the community, and global culture. Through arts, students in the San Francisco Schools can acquire the skills and creativity needed to succeed later in life. San Francisco Schools leaders know that the arts encourage commitment and persistence, and they have discovered that an involvement in the arts leads to increased attendance and helps many students stay in school, all the way through 12th grade.<br /><br /><br /><br /> One San Francisco Schools elementary principal agreed, "Art gives kids something they can do well. . . .For some, this is where they start." We need to see more initiatives like this all over the country. Inner city and racial <a href="http://www.artwoo.com/tag/achievement+gaps" rel="tag">achievement gaps</a> that had been ignored before <a href="http://www.artwoo.com/tag/hurricane+katrina" rel="tag">Hurricane Katrina</a> were impossible to ignore once the districts had to be rebuilt. The biggest challenge in rebuilding the New Orleans Schools seems to reflect the overall problem with <a href="http://www.artwoo.com/tag/public+education" rel="tag">public education</a> in the United States. While everyone seems to have an opinion, no one really knows the best way to educate our children. <br /><br /> Helping Parents Adapt to the New Orleans Schools <br /><br /> Many former students of the New Orleans Schools are still scattered in other cities around the nation. But for those who returned to the emerging new system, the past school year has been confusing and often frenzied. Low-<a href="http://www.artwoo.com/tag/income+parents" rel="tag">income parents</a> and parents with little education are rarely comfortable in academic settings. But these are the people who the New Orleans Schools need to reach out to most. <br /><br /> A coalition of community groups has come together to create a parents' guide to the new New Orleans Schools. The New Orleans Parents' Guide to Public Schools contains a ton of information on the school options available, how to obtain lost documents, childcare, and picking the best school for your child. <br /><br /> The guide lists all 69 of the new New Orleans Schools, <a href="http://www.artwoo.com/tag/maps" rel="tag">maps</a>, photos, how to register, and transportation for each. The goal of the guide is two-fold. First, it aims to make parents more comfortable with the New Orleans Schools. Second, it tries to make accessing the information they need as convenient as possible. A list of locations where parents of children in the New Orleans Schools can pick up the book is available at <a href="http://www.nolaparentsguide.org" >http://www.nolaparentsguide.org</a> . <br /><br /> The book's editor, Aesha Raheed, said, "Empowering all of our families is a critical step for us to redesign public education in New Orleans. We're focused on student achievement and academic outcomes. We have an opportunity to push us in that direction. We're redefining what the expectations of public education are... and making sure our students get the best education they can." <br /><br /> Challenges of Low Income Populations <br /><br /> Educators in New Orleans Schools are intimately familiar with the challenges of educationing "at-risk" populations. Children who come from poverty, who have poorly educated parents, or absent parents, or live in dangerous environments, are more likely to suffer from attention issues, undiagnosed learning disabilites, and to struggle in school. As a result of Hurricane Katrina, many of these children in the New Orleans Schools are now dealing with post-traumatic shock issues as well. <br /><br /> The one unexpected benefit of the devastating hurricane is that the New Orleans Schools are being rebuilt from the ground up. This council aims to help students gain the education they need to take part in the challenges of a new global economy. Many businesses in Miami and America now have more international services and concerns. <br /><br /> The motivation behind the creation of the Education Council of International Cities in the Miami Schools is to adjust and succeed in world where distance and time are increasingly less important as barriers to global commerce. The Miami Schools is aiming to add a more global perspective on education. The Education Council of International Cities will create international guidelines for quality education from both an academic and economic perspective. <br /><br /> The Miami Schools' Education Council of International Cities will be comprised of <a href="http://www.artwoo.com/tag/chief+education+officers" rel="tag">chief education officers</a>, national and international business researchers, business leaders and mayors of major urban cities from around the world. This Council will use current research to provide professional development for teachers. Many fields have formed international research teams but these are not common in education. This is research team is also unusual in that Miami Schools is a large urban school district and most research teams come from smaller suburban schools. This new program will be started in eleven schools in the Miami Schools system. The Miami Schools Future Executives Program will center around the "Tools for Success" lessons in the ninth grade. These lessons will follow a curriculum that includes postsecondary education, proper behavior in the work place, manners, ethics and conflict resolution. <br /><br /> The program also wants to establish Future Executives clubs in Miami Schools that will be responsible for two activities a year, a pre-holiday networking event in mid-December and a mini goals conference in May of 2007. This program is part of Miami Schools continued effort to ensure that children are armed with the tools they need to succeed in school and beyond. <br /><br /> Miami Schools Help Welcome New Pro Soccer Team to Miami <br /><br /> Students in the Miami Schools are competing to help the new pro soccer team choose a mascot and a nickname. The Miami FC is hoping the students can help them choose the best nickname and mascot. The contest which began on September 18th and ends October 6th. The contest is open to all 361,550 K-12 grade students in the Miami Schools system. The contest will be judged by a panel composed of Miami Schools' officials, Miami FC staff, celebrities and contest sponsors. Three top nicknames and mascots will be posted for voting on the Miami FC's website. This high school has a total of only 345 students, uses high standards and close relationship with teachers to help at risk students. Leadership High School was established about 5 years ago and now has some of the highest test scores in all of the San Francisco Schools. Mainly the idea is to take large schools, usually high schools, into several smaller schools that can focus on the students needs better. <br /><br /> San Francisco Schools have become a leader in a growing trend that has spread across Northern California. The idea behind breaking up large schools is an attempt to provide an alternative to the <a href="http://www.artwoo.com/tag/status+quo" rel="tag">status quo</a>. Students in a small school tend to have higher rates of graduation, higher attendance rates, and higher <a href="http://www.artwoo.com/tag/university+attendance" rel="tag">university attendance</a>. The small <a href="http://www.artwoo.com/tag/school+environment" rel="tag">school environment</a> succeeds due to a more personalized learning environment. The small schools of the San Francisco Schools use a mentor system that gives guidance to that they are personally engaged in their work. Students are motivated while being connected to the school community. The National Longitudinal Study for Adolescent Health reports that students in a small school environment were less likely to use alcohol, <a href="http://www.artwoo.com/tag/illegal+drugs" rel="tag">illegal drugs</a>, become pregnant, or experience emotional distress. <br /><br /> San Francisco Schools' Small Schools for Equity <br /><br /> The Small Schools for Equity program is an innovative partnership between San Francisco Schools and a <a href="http://www.artwoo.com/tag/local+university" rel="tag">local university</a>. This high school has one hundred students from all of the San Francisco Schools. This high school will be housed on the university's campus and be supported by the College of Education while being managed and funded by San Francisco Schools. The students, teachers and administration will have a say in curriculum development. Students who attend the Small Schools for Equity program were chosen by San Francisco Schools' officials. The high school students will study a rigid curriculum that will include high school level math, science, English, humanities, world language, art and Japanese. No college courses will be offered. <br /><br /> The Small Schools for Equity program provides the College of Education with a great opportunity in teacher education. San Francisco Schools has allowed university students seeking teaching credentials to teach and observe in schools throughout the San Francisco School district for years, now the College of Education will have a high school on campus that will benefit from modern educational theory and practices. The high school will be housed in Burk Hall and run a full school day from 8AM to 3PM, the rest of the day Burk Hall will be used by education students. <br /><br /> San Francisco Schools Board of Education Reviews Small Schools <br /><br /> The San Francisco Schools Board of Education is, this summer, reviewing a policy that would support the San Francisco Schools Small Schools By Design. The policy is being introduced by San Francisco Schools Acting Superintendent Gwen Chan and is supported by school board president Norman Yee and San Francisco Organizing Project, a community organization that supports the small schools initiative. San Francisco Organizing Project is a collection of religious congregations, schools and community centers. Those opposed to the program claim that the money spent does not equal the benefits but supporters say that the Small Schools offset the difficulties of declining student enrollment and the flight of families from San Francisco Schools.
