Kaine have for some time been encouraging high school students to take more rigorous coursework. The Governor recently announced the pilot Program and promotional campaign to underscore this commitment to excellence in Virginia's youth.

Eleven divisions within the Virginia schools initially will participate in the new program. The required rigorous coursework goes beyond the minimum graduation requirements for a Standard Diploma, but falls below the college preparation coursework requirements for an Advanced Studies Diploma. Students who complete the under the Virginia schools program will be recognized as Commonwealth Scholars at graduation and eligible to receive a special diploma seal that recognizes their achievement. Instructional support will be provided to all students who participate.

A two-year, $300,000 State Scholars Initiative grant from the U.S. Department of Education funds the Commonwealth . Virginia schools were one of eight states selected in a national competition to participate in the federal grant program.

The Virginia schools divisions were chosen based on their interest in the program and their ability to meet the requirements of the grant. The eleven Virginia schools' divisions are:

The Virginia Career Education Foundation, a statewide business and education partnership, will lead the Virginia . The Commonwealth Scholars Program is based on a core course of study that includes:

Students in the same school had copied whole sections of answers from a website, using exactly the same vocabulary and .

What was even more surprising, their investigation found, was that their teachers had either not noticed, or chosen deliberately to overlook it.

At about the same time, a growing trend known as "scaffolding" had been identified, where teachers helped pupils by giving them structures to write their coursework. This had led to examiners being unable to distinguish between the work of different students because they began with the same sentences and paragraphs, often running in the same order.

There was also the difficult issue of how much help parents were offering their children at home. Those who did not have computer-literate parents were most likely to be disadvantaged.

When the (QCA) released its study into cheating and plagiarism later that same year, in 2005, it found that about 4,000 students a year were being caught for breaching the rules - a nine per cent rise from previous years.

It blamed the incidents on an increase in the use of computers and the internet at home, with more than nine out of 10 teenagers saying they could access websites from home.

Even more worryingly, however, the study said that the use of websites offering custom-made essays and answers "cannot be controlled".

One in 20 parents interviewed as part of the research admitted they had drafted some of their children's GCSE coursework.

The QCA concluded that coursework had "undisputed " and should continue, and it urged the use of detection software already being used in universities to weed out the cheats.

From September 2009, however, coursework will cease to exist in its current form. Instead, students will have to complete their work under controlled conditions, with limited help and guidance from teachers.

They will still be allowed to do their research and information gathering at home, but the writing up of that work will have to be done under strict supervision.

It means that "levels of control" will be introduced for each stage of the assessment process: task-setting, task-taking, and task-marking.

According to QCA guidelines: "For each stage, to ensure reliability and authenticity, the level of control must be set as high as possible for the skills assessed. However, the level of control must provide for valid assessment of the subject while ensuring manageability for learners, centres and awarding bodies."

The levels of control will be different depending on the subject.

Where there is a weighting of 25 per cent controlled assessment, students will be required to complete one or two pieces of work, which are awarded as a single entity.

When controlled assessment makes up 60 per cent of the marks, candidates may have to take up to three components, each of which is moderated and awarded separately. Each will have a weighting of no less than 20 per cent of the overall assessment.

There will also be greater controls on the time taken to complete assessments and in terms of word count. Students taking subjects with 25 per cent assessment - with the exception of Welsh as a second language - should write no more than 2,000 words.

Where assessment comprises 60 per cent controlled assessment - except modern foreign languages and Welsh - candidates should take no more than 15 hours for each component. This includes time taken for preparation, but not teaching and learning time.

For subjects with 60 per cent controlled assessment, awarding bodies will replace controlled assessment tasks every two years, as a minimum, to ensure they continue to set an appropriate challenge to students. For subjects with 20 per cent controlled assessment, tasks will be replaced every year.

The new specifications will also require students to produce their drafts to form part of the assessment procedures, in some subjects. However, where this is not the case strict rules will apply as to the level of help teachers can give in assisting candidates with re-drafting. Intel's new Core 2 Duo chips do not simply outperform AMD's fastest chips; they leave them in the dust. Preliminary benchmark testing puts Intel's fastest chip, the Core 2 X6800, 17 percent faster than AMD's Athlon FX-62 on the World Bench 5. The World Bench 5 consists of a multi-tasking test encoding a file with while browsing the net with Mozilla. Even Intel's more affordable Core 2 Duo E6700 can beat the Athlon FX-62 by 12 percent. This makes a huge difference in the microchip market where gains of 10 percent or less are more common.

Intel's Core 2 Duo line ranges from a 1.86 GHz E6300 to the 2.93 GHz Core 2 Extreme X6800. These chips are already available in Dell's XPS line of desktops, in 's Area-51 and ALX series, and in ABS computers. Many of these desktops with new chips are more affordable than you might think.

How did Intel do it? One of the major features Intel improved upon in their new was power consumption. While the Pentium Extreme Edition was burning 135 watts, the latest Core 2 Extreme X6800 burns only 75 watts. That is a 44 percent increase in efficiency. This means the new Intel Core Duo chips run a lot cooler. For the hardcore gamers and those needing the ultimate performance, such a low base temperature allows for more stable overclocking, and ABS has proven this with the ABS Ultimate X9. The Ultimate X9 runs the Intel Core 2 Extreme chip overclocked to 3.5 GHz for even stronger performance on the World Bench 5. This decrease in core temperature also means PC manufacturers will be able to build smaller and quieter systems, using fewer fans.

Another major feature of Intel's new chip architecture is the development of multiple CPU cores. This allows the chip to be more adaptable and better able to deal with bottlenecks. A great deal of the increase in performance comes from an extra executable core. While the Pentium D had 3, the new Core 2 Duo has 4 executable cores. That extra core along with some coding have allowed the chip to read multiple sets of instructions as if they are a single set. Intel has also eliminated another major bottleneck with its huge 4 MB cache. Though most dual core chips allocate a specific amount of cache, to each core, the Core 2 Duo is able to share the entire cache across both cores. Amazingly, it is able to distribute that shared cache as needed to the core working on the more complex task. This core might use 3 MB of he cache to complete a difficult task while the other core uses the other 1 MB for a simpler, though necessary, task.

So, these developments beg the question, has Intel finally defeated AMD? It certainly looks that way for the remainder of 2006 and perhaps through 2007. AMD has a new chip architecture for the desktop due out in 2007. AMD is attempting to stay competitive with Intel with some dramatic price cuts. The FX-62 has gone down in price by over $200. They have a CPU package for multisocket PCs called andquot;Torrenzaandquot;. Torrenza will debut on servers where multi-socket configurations are already common. This will not be their answer to Intel's Core 2 Duo. AMD's next generation chip architecture is due out in 2007 and it has been called andquot;K8Landquot;.
