The <a href="http://www.artwoo.com/tag/moot+point" rel="tag">moot point</a> is, is it really free? If you were to read Jay M. Shafritz's book 'American Government and Politics', he defines what a grant is. A grant, he says, is a gift that has certain obligations for the grantee and expectations from the grantor. A grant is no one-way street as most people looking for grants would like to believe. A grant comes to you inbuilt with the word 'obligations'. And rightly so, wouldn't you say? Why on earth should someone give you a lot of <a href="http://www.artwoo.com/tag/money" rel="tag">money</a> and then forget about it? A grant is not philanthropy pure and simple. It means you have a responsibility to fulfill certain obligations. <br /><br /> Why are free federal grants given? They are <a href="http://www.artwoo.com/tag/basically" rel="tag">basically</a> dispensed so that organizations that are involved in doing work that benefits the community have the money to carry out the work. For example, the projects could be programs that train displaced workers, or street paving projects or <a href="http://www.artwoo.com/tag/water+conservation+projects" rel="tag">water conservation projects</a> or anything for the good of the community or the society. Once a grant has been sanctioned, the organization has to make sure that their functioning has certain strict performance standards. There has to be detailed and transparent <a href="http://www.artwoo.com/tag/auditing" rel="tag">auditing</a> and accounting and the auditing has to be done once a year at least. <br /><br /> The other thing about free federal grants is that every cent has got to be spent. If there is any money that is left over after the project is complete, it reverts to the Treasury. The deal is that every cent should be accounted for. The goals that are set out in the program when the grant is applied for must be followed exactly as they are specified. If there are any changes in the course of the period, they must go through <a href="http://www.artwoo.com/tag/government+procedures" rel="tag">government procedures</a> and get an approval. Of course it goes without saying that time schedules must be adhered to and the project must be successfully completed. <br /><br /> What happens if the organization does not comply with the program goals? Then, it is likely that the 'grantee' or the one who gets the free federal grant will have to pay a penalty. What form do these penalties take? This is said to be non-compliance and the penalties could range from economic sanctions to maybe even a prison term if it is suspected and proved that there was intentional misuse or theft of the grant money. <br /><br /> Who do most of the free federal grants go to? Most of the beneficiaries of this grant money are universities, colleges, states, cities, federal agencies and research organizations. The application process is done by experts who are well-versed in this. Which is why individuals usually do not qualify for them. Most organizations have special staff or get expertise from outside to prepare the applications and to monitor and administer the grants. It takes a lot of expense and time to just apply for a free federal grant. It also involves a great deal of legwork and going to and fro till it is finally approved. With so many cutbacks on federal spending, the chances of the grant being approved could be slim. The truth is that free federal grants are no cakewalk. They come with a price tag attached.     <content:encoded><![CDATA[More than five years ago, the <a href="http://www.artwoo.com/tag/center+for+disease+control" rel="tag">Center for Disease Control</a> (CDC) published 'Guidelines for School and <a href="http://www.artwoo.com/tag/community" rel="tag">Community</a> Programs' to promote physical activity in children and teenagers, in hopes of helping them develop lifelong exercise and physical fitness regimens. <br /><br /> If you, as a parent, understand and embrace these guidelines, you can work with your school system and with community centers and programs, like the YMCA and the Boy Scouts, to encourage and even help to develop physical activity and <a href="http://www.artwoo.com/tag/exercise+programs" rel="tag">exercise programs</a> that support your goals. <br /><br /> If your child is obese, slightly overweight or simply in danger of falling into the great, black pit of video gaming, you need to get them off the couch, out from in front of the computer or video game station, and out into the fresh air to get some exercise. <br /><br /> Without exercise, diet is much less successful. <br /><br /> Although your child may balk at physical activities at first, they will eventually find that they feel better, sleep better and function better when they exercise. <br /><br /> Take a look at some of the <a href="http://www.artwoo.com/tag/cdc+guidelines" rel="tag">CDC guidelines</a> and look for ways to get your child more involved in exercise, and/or to get YOURSELF more involved in the development of these programs in your schools and community. <br /><br /> The CDC encourages schools and community organizations alike to establish policies and guidelines that encourage physical activity that is <a href="http://www.artwoo.com/tag/enjoyable" rel="tag">enjoyable</a> and that is suitable for all age groups, so that exercise becomes a lifelong activity. <br /><br /> Schools MUST require <a href="http://www.artwoo.com/tag/physical+education+credits" rel="tag">physical education credits</a> and provide detailed health education and courses to teach children proper nutritional habits and to show them the right way to exercise so that they are not injured in the process. <br /><br /> Schools will find and implement physical education and exercise programs that encourage physical activity and offer enjoyable options. Activities like dance, gymnastics, sports and other options should be offered with supervised coaching to avoid injury. Not all activities should be competitive! <br /><br /> Activities should be sequential, advancing in complexity and challenge as the child ages to allow them to achieve physical potential. <br /><br /> At minimum, National Physical Fitness standards should be met. <br /><br /> Both schools and community organizations must provide funding and adequate supervision and guidance for physical activities, sports, and exercise equipment. <br /><br /> These activities and equipment choices must provide a broad range of options to satisfy the interests of all the children in the community, and school system. <br /><br /> Community and school programs should include activities that are appropriate for children of all ages and all levels of ability. <br /><br /> These programs should be advertised and promoted to children to advise them of the availability and the programs should be desirable and enjoyable for the age group and type of children who are expected to participate. <br /><br /> Health education classes should help students develop knowledge and skills to encourage and enhance proper diet and exercise programs. These programs should foster an appropriate attitude so that all children WANT to live a healthy life style. <br /><br /> Programs should stress moderation in all activities so that children see exercise as one of the things they will do every day, in addition to the other activities they love, e.g. computer or video games, or watching TV or movies. <br /><br /> All coaches, teachers, health education staff, and recreation directors should have appropriate training to manage and promote this physical education and exercise programs and to ensure that the children under their supervision safely participate in these programs. <br /><br /> Safe, supervised access to facilities and equipment is critical! <br /><br /> Unstructured play time is important during school and after school, with tools and equipment to encourage impromptu games, e.g. balls, bats, jump ropes, gymnastics equipment. <br /><br /> Parents and teachers should come together to discuss the availability of school and community exercise and physical education programs. <br /><br /> Parents should be encouraged to take on exercise and physical activities and to share these with their children as appropriate; to become role models for their kids by exercising and participating in physical activities during family events, at work functions, while visiting the park, etc. <br /><br /> All school and community programs should be evaluated periodically. <br /><br /> This evaluation should be detailed enough to ensure that the needs of the children in the community are being met. <br /><br /> Does each child have more than one option and opportunity for exercise and health education in multiple venues and facilities? <br /><br /> Now that you understand the CDC recommendations, take a look at your own school system and at the extracurricular, and community availability of physical activities, sports and exercise options. <br /><br /> If your community is lagging behind in these programs, get actively involved. Your attendance and presentation at a town board meeting can get organizations like the Boys and Girls Club, and the YMCA into your community. <br /><br /> And you can talk to your school board and PTA or PTO about the shortcomings in your physical education and health programs, and how your school system may be able to improve their current programs. <br /><br /> You will find it much easier to help your child meet their weight loss or fitness goals when you have community and school system support. <br /><br /> For your overweight, obese or inactive child, this support and assistance is priceless!   <bio>Victor K. At all of the Arizona community colleges that I tried, it was like the professors were not even there. Neither were the students for that matter. Everyone in my Arizona community colleges courses just seemed to remind me of lazy jellyfish in the sea, just drifting along, only studying enough to pass the test with a medium grade, and go on to the next class. They were extreme slackers. <br /><br /> I can not figure out for the life of me what any of these people were planning to do at all. Did they think that this attitude that let them just drift by in Arizona community colleges would lead them to succeed in <a href="http://www.artwoo.com/tag/arizona+universities" rel="tag">Arizona universities</a>? And if they were not even planning on going on to a 4 year undergraduate program, why would they enroll in their Arizona <a href="http://www.artwoo.com/tag/community+college+courses" rel="tag">community college courses</a> at all? Someone would only do that when he or she they wanted to enjoy the class and really put some efforts into it. <br /><br /> My experience with Arizona community colleges was so terrible that for a while, I took online college programs. I sort of felt bad for myself for dropping my classes in Arizona community colleges, but I did not see any other alternatives. I did not want to hang around with bad students who did not really even want to be in the <a href="http://www.artwoo.com/tag/community+college+classes" rel="tag">community college classes</a> that they were taking. <br /><br /> With the online college courses, at least I could study by myself and not worry about the other people annoying me all of the time. It is hard to understand how much bad students in Arizona community colleges can really put their toll on you if you are compelled to spend hours with them every single week. I know this might sound <a href="http://www.artwoo.com/tag/snobbish" rel="tag">snobbish</a>, but it is really true, no joke. <br /><br /> Once I started taking my <a href="http://www.artwoo.com/tag/online+degree+programs" rel="tag">online degree programs</a>, though, things started picking up almost right away. It was so exciting and relieving to think that I could earn a degree without even setting foot in any of those traumatizing Arizona community colleges again, that I just got completely psyched up for it. Although I think that it still might be better to work in person with a teacher, online degree programs have the great advantage. They let you work for your own degree on your own time and schedule, at your own pace. His name is Logan, after an Iraqi boy who has been helping our soldiers with translation and information. Staff is asked to nominate students they feel are currently on the fringes of the school, but could blossom given the right opportunities. <br /><br /> The program then aims to target these students through reading programs, discussions, maintaining journals, enhancing problem solving and team work abilities. Students are encouraged to communicate successfully and respect diversity. Although it's still too early to gauge the success of this program, authorities at Metro Nashville Public Schools say changes are already visible. Students in the programs are already assuming positions in school bodies and clubs and even at other local organizations.
